The listing
The Technical Business Analyst is responsible for supporting the implementation of technical IT solutions for the Michigan Judicial Information Services MiFile team. The Tech BA will identify and analyze customer business requirements, assess the effective use of technology, and make recommendations regarding process solutions to migrate documents from local document management systems (DMS) to the MiFILE DMS. They will identify core business needs, document concepts of operation, and create story maps, briefings, user stories, & business rules. The Tech BA will construct workflow diagrams, create as-is and future-state process maps, and provide gap analysis as needed in an Agile environment. This position primarily supports the Michigan’s statewide electronic filing initiative for trial courts (MiFILE).
Essential duties and responsibilities include but are not limited to the following:
- Collaborate and consult with Michigan courts and other stakeholders to gain an understanding of current processes, needs, and challenges.
- Serve as a primary point of contact for development and lead project/implementation engagements in an agile environment.
- Condense complex business processes into clear and actionable user stores with acceptance
- Document workflow processes and user stories using standard flowcharting tools and
- Facilitate requirements elicitation using interviews, requirements meetings, surveys, document analysis, site visits, use case and workflow analysis.
- Act as a liaison between external and internal stakeholders and development staff in the analysis, design, configuration, testing, and maintenance of systems to ensure optimal operational
- Translate business requirements into functional requirements
- Responsible for the implementation and support of applications and integration components to address business and technical requirements.
- Evaluate business and technical needs and develop configurations/strategies to support these
- Maintain a variety of quality assurance and quality control activities:
- Perform analysis, setup, testing, and validation for multiple projects while ensuring a high level of service.
- Test and troubleshoot final system
- Maintain key project documents, dashboards, status reports, issue and resolution logs, and change control documents.
- Provide client support during and after the implementation
- Perform various analysis duties, ad-hoc reporting, and research to support day-to-day operational and strategic management decisions.
- Contributes to the development of project plans and leads smaller scope
Education:
Bachelor’s degree in computer science, information technology or a related field or college level coursework or equivalent combination of education/experience and experience in analyzing, designing, testing, and documenting production systems.
Experience or Knowledge:
- Experience in the Michigan trial court system is highly preferred.
- Experience using Hyland’s OnBase software is highly preferred.
- Three years of experience in business process analysis, application implementations and training, project coordination/management and business-related experience.
- Agile development practices such as continuous integration/continuous delivery, backlog refinement, and retrospectives.
- Business analyst processes such as those outlined and used in the International Institute of Business Analysis BABOK guide.
- Project coordination/management methodology, standards, and best
- Procedures and methods for testing business functions within computer
- Principles and practices of producing effective project
- Proficient with Microsoft Office Tools (Word, Excel, Outlook, PowerPoint).
- Software Development Life Cycle and development
- SQL Server and/or DB2 database
Abilities:
- Excellent interpersonal, written, and oral communication
- Facilitate working meetings, elicit and solicit information, and absorb the information being communicated; facilitate a shared understanding of the problem, possible solutions, and scope of the project in its entirety; facilitate solutions to technical challenges among multiple teams when they involve negotiation between multiple business and technical stakeholders.
- Apply critical thinking skills to determine the appropriateness of requests, with periodic reviews of business procedures to clarify or change a business Use the knowledge gained in the daily operational procedures as input to business process and procedure documentation.

Location & Work Environment
This position is full-time remote with at least two (2) trips required to Lansing, Michigan monthly. This position is in a client-focused environment requiring independent work, close collaboration with court stakeholders, and periodic onsite travel to Michigan court locations. Day-to-day work and priorities will be directed by State of Michigan staff.
