Role summary
PAYO Digital Bank, N.A. (PDB), Payoneer's national trust bank subsidiary, is seeking a strategic, execution-focused Head of Product to own the product vision and roadmap for the bank's core offering: stablecoin issuance and redemption, customer onboarding, on/off-ramp experiences, built on the bank's core ledger and custody infrastructure.
This is a high-impact, high-visibility role reporting directly to the Chief Technology Officer of PDB. The ideal candidate is a seasoned product leader with regulated payments or banking experience who is comfortable building zero-to-one in an environment where compliance is a design input, not an afterthought. You will hold a roadmap to a regulatory clock, run disciplined launch gates, partner ruthlessly with engineering on execution, and represent product decisions to OCC examiners with confidence.

What you'll do
- Product Vision & Roadmap: Define and own the end-to-end product vision for PAYO-USD issuance, redemption, and payment flows, sequenced against the bank's regulatory milestones from pre-opening exam readiness through controlled pilot to general availability.
- Engineering Partnership & Execution: Act as the ultimate unblocker for the engineering team. Drive ruthless prioritization, define clear acceptance criteria, and manage technical trade-offs to ensure on-time delivery without compromising compliance.
- Compliance-Embedded Design: Partner with Compliance to embed KYC, sanctions screening, and transaction monitoring controls directly into product flows. Document user journeys to a standard suitable for strict regulatory examination.
- Launch Governance: Design the controlled pilot, including transaction volume caps, staged merchant onboarding, and clearly defined launch criteria. Enforce feature freeze discipline ahead of user acceptance testing.
- Vendor & Platform Requirements: Own product requirements for the bank's core banking, custody, screening, and oracle infrastructure partners, driving integration decisions alongside Engineering.
- Transparency & Trust: Shape product requirements supporting proof-of-reserve attestation so stablecoin holders can seamlessly verify 1:1 backing.
- Stakeholder Leadership: Represent product decisions to the board, management committees, and OCC examiners as required.
Who you are
- Product Leadership: 10+ years of product management experience, including 5+ years in payments, banking, or digital assets.
- Regulated Environment Experience: Direct experience shipping products inside a regulated financial institution, ideally under OCC, Federal Reserve, or state banking supervision.
- Zero-to-One Track Record: Demonstrated success taking a complex product from concept to launch, navigating technical dependencies, pilot design, and staged rollouts.
- Stablecoin Mechanics: Working knowledge of mint/burn flows, reserve backing, redemption rights, and on-chain/off-chain reconciliation.
- Compliance by Design: Demonstrated ability to build compliance requirements into the core product architecture rather than bolting them on afterward.
- Regulator-Ready Communication: Strong written and verbal skills; comfortable producing documentation reviewed by regulators and external auditors, and presenting to examiners.
Not a must but a great advantage:
- GENIUS Act Familiarity: Understanding of the Permitted Payment Stablecoin Issuer framework.
- SMB & Cross-Border: Experience serving SMB or cross-border payments customer bases.
In accordance with New York City Law, below is the annual base salary range for this position. Actual annual base salary is based on, but not limited to: experience, education, professional licenses, location and business needs. The position is eligible for health insurance, disability insurance, life insurance, 401k plan, paid-time off, and sick (and where applicable safe) leave. This position is also eligible for a discretionary year-end bonus.
