The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.
Description of Work
The Early Education Charter Consultant performs work as assigned by the Office of Early Learning’s Director to support all project components and activities related to the identification and/or development and implementation of programs to support the use of evidence-informed practices for early literacy, early mathematics and social-emotional development for preschool through grade 3. This includes communication, the development of resource materials, and delivery of professional development, technical assistance, and systems-level coaching at the regional and district levels.Job Responsibilities:
Support all aspects of identification/development, implementation, and state-wide scaling-up of the state’s efforts to support early literacy, early mathematics and social-emotional development in Preschool through Grade 3.
Collect data to inform the alignment of early education efforts with current systems in districts and at the regional/state level.
Collaborate with charter, lab, and residential school systems and structures to build statewide capacity for successful scale-up and sustainability of early education initiatives aligned with Read to Achieve.
Systems-level coaching to assist PSU teams in the development of implementation plans and supports for early learning priorities, as well as contributing to the development of processes and tools to measure and monitor implementation progress.
Collect recent, relevant, and actionable data pertaining to early education initiative usability testing and implementation to support practice-informed policy development and rapid and long-term improvement cycles.
Provide technical assistance, develop resource materials, and plan and deliver professional development related to the Read to Achieve, preschool through grade 3 standards, formative assessment, and evidence-informed practices as well as preschool to kindergarten transitions.
Knowledge Skills and Abilities/Management Preferences
Recruitment Range: $63,927.00 - $91,310.00
Manager Preferences:
- Experience with federal and state laws, and policies related to Read to Achieve and Early Education within the Preschool – Grade 5 continuum.
- Experience with evidence-informed literacy practices aligned to the Science of Reading.
- Experience conducting professional development virtually and in-person.

Primary Purpose of Office of Early Learning:
The Office of Early Learning (OEL) provides leadership, technical assistance, professional development, and other support to local education agencies for the implementation of evidence-informed practices in Preschool – Grade 3 programs, including the NC Early Learning Inventory. The OEL promotes the alignment of Preschool – Grade 3 program components to address the unique needs of young children and their families, with an emphasis on standards, curricula, assessment, and evidence-informed instructional practices.
Minimum Education and Experience

Master's degree in the education field to which assigned from an appropriately accredited institution and four years of specifically related experience in public education; or an equivalent combination of education and experience.
