Transform processes into mission impact as a Business Systems Analyst supporting the Department of the Navy’s Manpower & Reserve Affairs (M\&RA) organization. Your work will strengthen HR operations, enhance reporting capabilities, streamline workflows, and support data-driven decision making across multiple DON departments.

HOW A BUSINESS SYSTEMS ANALYST WILL MAKE AN IMPACT
- Perform day-to-day HR support functions across multiple departments under MAHRS within DON’s M&RA organization, including EMPO and OFR.
- Update and maintain content on designated Microsoft SharePoint sites, ensuring materials remain accurate, refreshed, and aligned to program needs.
- Analyze, document, and recommend site designs for new SharePoint environments; draft functional requirements, workflows, communication plans, and implementation strategies.
- Examine existing and new business processes, operating procedures, and workflows to recommend improvements or restructuring initiatives.
- Generate System and Functional Requirements Documentation with clear business and functional requirements, providing solution recommendations that meet MAHRS, EEO, Manpower, and HR operational needs.
- Update, maintain, and organize MAHRS and EEO policies, guidance, SOPs, business processes, and supporting documents.
- Develop test scenarios for enhancement features, bug fixes, system upgrades, and new system implementations to support quality assurance.
- Create and support HRLink and DON Jupiter reports, dashboards, metrics, and visualizations using Cognos BI, Qlik, Databricks, and other DON/Jupiter analytics tools.
- Design, develop, and deliver ad‑hoc analyses, reports, and presentations for MAHRS and EEO Program Managers, addressing HR performance measures, hiring metrics, timeliness metrics, quantities, and other DON HR reporting requirements.
- Assist with developing and populating corporate dashboards and scorecards with metrics, briefing charts, and supporting data. Includes creation/maintenance of metrics on the M\&RA HR Portal, HRLink (Cognos), and DON/Jupiter.
- Provide technical and functional user support for EEO systems such as iComplaints, NEAT, FEDSEP, and IRCMS within the DON EEO community.
- Design and develop processes to capture Applicant Flow Data, Occupational Civilian Labor Force (OCLF) benchmarking, and Barrier Analysis datasets; automate associated database tables and workflows.
- Prepare briefing charts with analyses and detailed data explanations for leadership consumption.
- Prepare weekly, monthly, and quarterly HR and EEO reports at DON, Command, or organizational levels, including the documented calculations and data sources used.
- Prepare briefs supporting OPM and DoD metric requirements, including data pulls and transformation necessary for final reporting.
- Provide logistical and operational support for assigned MAHRS and EEO events.
WHAT YOU’LL NEED TO SUCCEED
- Required Education & Experience
- Five (5) years of experience designing, developing, and sustaining reports, dashboards, and metrics using Cognos BI, DON/Jupiter tools, or similar analytics platforms.
- Three (3) years of experience utilizing federal HR data in support of reporting and analysis.
- Two (2) years of Microsoft SharePoint content management experience.
- Required Skills & Abilities
- Experience in business process analysis, requirements documentation, and workflow design.
- Strong analytical skills with ability to interpret HR and EEO performance metrics.
- Demonstrated ability to develop test plans, documentation, and business cases.
- Proficiency creating dashboards, scorecards, and analytics products for senior leadership.
- Excellent communication and presentation skills.

- Security Clearance: Completed NACI or ANACI background investigation.
