Position Overview:
The Program Analyst is responsible for supporting the evaluation, analysis, and monitoring of federally funded programs administered by states, tribes, and nonprofit organizations. This role focuses on assessing program performance, analyzing trends, and ensuring alignment with federal objectives and statutory requirements. The Program Analyst contributes to data-driven decision-making, provides technical support to grantees, and helps identify opportunities for program improvement.
Requirements
Key Responsibilities:
- Conduct programmatic analysis of federal grants, evaluating implementation, outcomes, and compliance across state, tribal, and nonprofit organizations.
- Monitor grantee performance against objectives and funding requirements using data, reports, and stakeholder input.
- Support the development of program policies, guidance, and evaluation tools.
- Analyze quantitative and qualitative data to identify trends, risks, and improvement opportunities.
- Assist in planning and supporting program monitoring visits, technical assistance sessions, and stakeholder engagements.
- Prepare reports, summaries, and presentations that communicate findings and recommendations to internal and external stakeholders.
- Collaborate with program managers, financial analysts, and auditors to ensure a coordinated approach to oversight.
- Contribute to best practices in program analysis and performance evaluation across grant portfolios.
Required Qualifications:
Candidates must meet all of the following qualifications:
- A degree in a social science field such as psychology, sociology, economics, political science, history, public policy, or public health, or, a degree in business administration or public administration that includes or is supplemented by 24 semester hours in public policy, non-profit management, or financial analysis.
- Demonstrated experience in programmatic analysis and monitoring of federal grants administered by states, tribes, or nonprofit organizations.
- One (1) or more of the following:
o Completion of 24 semester hours in courses of appropriate type and quality (including up to 6 hours of business law), or,
o At least four (4) years of experience in program management or programmatic analysis, or, at least five (5) years of experience overseeing an OCS grant (e.g., LIHEAP, CSBG, CED) at the local, state, territory, or tribal level, or,
o A combination of program management or programmatic analysis experience, education, and training that provides knowledge equivalent to four (4) years of professional experience in the field.
Preferred Qualifications:
- Experience working with federal programs under the Office of Community Services (OCS).
- Familiarity with performance measurement frameworks and outcome reporting for social programs.
- Strong writing, research, and data interpretation skills.
- Proficiency with reporting tools, data systems, and presentation software.
- Proficiency with financial auditing tools, data analytics platforms, or monitoring systems (e.g., TeamMate+).
- Understanding of federal policy development, program design, or evaluation methodologies.
Travel:
- May include occasional travel for monitoring visits, stakeholder meetings, or training sessions with grantees and federal partners.
Benefits
For candidates in jurisdictions requiring range disclosure, this is the good-faith range for this role; final pay may vary by work location and job-related factors such as skills, experience, location, and internal equity. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range. U.S. remote annual hourly rate range: $30.00-$36.00/hour
