Scope of Work: 

The Lead Project Controls Manager/Scheduler serves as the Project Manager's trusted advisor and key partner in managing project performance for a complex, multi-site Emergency Communication System (ECS) and Mass Notification System (MNS) modernization program. This position is responsible for integrating cost, schedule, forecasting, progress measurement, and performance reporting to support successful project execution and contract delivery. 

As a senior member of the project leadership team, the Lead Project Controls Manager/Scheduler is expected to operate independently with minimal supervision and provide proactive analysis, forecasting, and recommendations related to project performance, execution risk, contract compliance, progress payments, procurement status, and corrective actions throughout all phases of project execution. 

The Lead Project Controls Manager/Scheduler will develop and manage the project's Integrated Master Schedule (IMS), including resource and cost loading, while monitoring project health, cost exposure, schedule performance, cash flow, payment status, procurement risks, and forecasted outcomes. Working closely with executive leadership, project management, subcontractors, vendors, and Government stakeholders, this role extends beyond schedule development and maintenance to actively manage project performance through integrated cost, schedule, forecasting, progress measurement, and risk analysis, identifying emerging issues, assessing impacts, and driving corrective actions to achieve project objectives. 

Responsibilities: 

Project Controls Leadership 

  • Serve as the Project Manager's trusted advisor for project controls, forecasting, project performance, and execution risk. 
  • Function as a key member of the project leadership team, providing proactive, independent analysis and recommendations while driving corrective actions with minimal supervision. Lead project controls reviews and performance discussions with executive leadership, subcontractors, vendors, and Government stakeholders. 
  • Develop and present executive-level reports, dashboards, forecasts, and performance metrics. 
  • Establish and maintain project controls processes, performance measurement methodologies, reporting standards, and tracking systems. 
  • Assess project health, identify emerging risks and performance trends, and provide recommendations related to cost exposure, schedule performance, procurement status, contract compliance, progress payments, and projected completion. 

Cost, Schedule, and Forecasting Management 

  • Develop, maintain, and manage resource- and cost-loaded Integrated Master Schedules (IMS) using Primavera P6 across all phases of project execution. 
  • Integrate design, Government reviews, submittals, procurement, construction, installation, testing, commissioning, and turnover activities into a single executable project schedule. 
  • Develop and maintain the Schedule of Values (SOV), progress measurement methodology, and earned progress framework. 
  • Monitor project budgets, commitments, expenditures, accruals, cash flow, and Estimate at Completion (EAC) forecasts. 
  • Perform cost and schedule variance analysis and evaluate impacts associated with change orders, delays, disruptions, procurement challenges, and scope changes. 
  • Establish measurable progress criteria and validate progress for design, procurement, installation, testing, commissioning, and turnover activities. 
  • Ensure schedule updates, percent complete reporting, earned progress, invoicing, and progress payment requests remain fully aligned and accurately reflect project status. 
  • Coordinate with project management, accounting, subcontractors, vendors, and Government stakeholders to support forecasting, financial reporting, progress payments, and contract performance. 
  • Utilize Primavera P6, Maximo, and other project management systems to validate progress, track work completion, support forecasting, and maintain accurate project performance reporting. 

Risk & Performance Management 

  • Monitor procurement status, manufacturing lead times, material deliveries, and vendor performance to assess impacts to cost, schedule, cash flow, progress payments, and contract milestones. 
  • Lead schedule and cost risk assessments throughout the project lifecycle. 
  • Perform critical path analysis, schedule integrity reviews, and schedule risk assessments. 
  • Review and integrate subcontractor schedules and progress updates into the IMS. 
  • Identify, analyze, communicate, and track risks that could impact cost, schedule, quality, safety, or contract performance, and recommend mitigation strategies. 
  • Develop and oversee implementation of corrective action plans, recovery strategies, and mitigation measures to address schedule, procurement, and execution risks. 
  • Provide ongoing performance monitoring, forecasting, and risk assessments to support informed decision-making and successful project execution. 
  • Perform other duties as assigned. 

Minimum Requirements: 

  • Bachelor’s degree in construction management, engineering, project management, business, or a related field, or an equivalent combination of education and relevant experience. 
  • 7-10+ years of progressive project controls, scheduling, construction management, or related experience supporting federal design-build construction, infrastructure, mission-critical, or technology modernization programs. 
  • Experience serving as the lead project controls professional on federal design-build construction or infrastructure projects. 
  • Experience supporting fixed-price contracts, including forecasting, progress measurement, progress payments, and SOV based performance measurement. 
  • Demonstrated experience developing and managing resource- and cost-loaded schedules in Primavera P6, utilizing Microsoft Excel and Maximo or similar systems to support forecasting, progress measurement, risk analysis, and project performance reporting. 
  • Proven ability to operate independently, identify issues, assess impacts, and provide recommendations with minimal supervision. 
  • Excellent analytical, communication, and problem-solving skills. 
  • Experience supporting emergency communications, mass notification, life safety, telecommunications, or similar infrastructure modernization efforts preferred. 
  • Ability to travel as required. 
  • Must be able to obtain and maintain required Government security or facility access credentials. 
  • Must possess and maintain a valid driver's license and safe driving record. 

Physical Demands / Work Environment: 

  • Primarily office-based with travel to customer and project sites. 
  • Must be able to work on-call, alternate, and extended shift schedules when necessary to meet the mission requirements, including weekends and holidays.

$140,000—$160,000 USD
