Job Title: Senior Advisor, Vaccine & Clinical Case Management
Location: Remote, East Coast Preferred

Description

Founded in 2004, BME Strategies is a Massachusetts-based consulting firm specializing in the design, implementation, and evaluation of public health programs for local, regional, and state government partners. Our work supports evidence-based, community-driven solutions that strengthen public health systems and advance equity across the communities we serve. At BME, our clients are on the front lines of Public Health. Priorities may shift but our commitment to supporting our partners does not. We take pride in having multi-year, multi-project engagements, often working closely as an extension of their staff. Our success comes from our shared values: a bias toward action; optimistically collaborative; willingness to navigate ambiguity; minimal ego - no job is too small or big; pursuing the equitable solution; always learning, and; committed to quality at every stage.

Position Overview

The Senior Advisor, Vaccine & Clinical Case Management will act as a product owner and lead the vision, backlog, and delivery of a new vaccine management and clinical case management system for Massachusetts local health departments. The role sits between local public health practitioners, the Massachusetts Department of Public Health (DPH) Office of Local and Regional Health, and the IT delivery team. The system will support immunization clinics, vaccine inventory and accountability, public health nursing case management, and insurance billing for clinical services. It must align with related DPH platforms' data model, user experience and governance so local health departments experience one coherent set of tools. The ideal candidate has worked inside a local health department and knows firsthand how public health nurses, clinic coordinators, and health directors do their work.

Project Overview

The Massachusetts Department of Public Health (DPH), Office of Local and Regional Health, is building a statewide vaccine management and clinical case management system for the Commonwealth's 351 local health departments. The goal is to develop one modern, secure system that supports clinical public health work from start to finish.

The system will help local health departments:

  • Run immunization programs by planning clinics, scheduling patients, documenting vaccine administration and reporting to the Massachusetts Immunization Information System (MIIS).
  • Manage vaccine supply through inventory, ordering, lot tracking, cold chain monitoring and accountability for state-supplied vaccines.
  • Coordinate nursing case management for tuberculosis, communicable disease follow-up and home visiting, including intake, care plans, visits, referrals and case closure.
  • Bill for clinical services by verifying insurance, generating claims and tracking reimbursement from MassHealth, Medicare and commercial payers.
  • Report and use data with dashboards and reports for local, regional and state users.

The system is being designed with local public health, not just for it. Public health nurses, clinic staff, and health directors will shape requirements, test features, and guide rollout. The result should reduce administrative burden, strengthen data quality and help departments sustain clinical services across communities of every size with a particular focus on ensuring any solution is effectively implemented in rural communities.
