Overview
The Solutions Analyst helps translate modernized processes and technology into solutions that DOI employees can understand, validate, and adopt. On PhoenixTeam's Department of the Interior modernization program, the role combines process and solution analysis with AI-assisted analysis, documentation, lightweight prototyping, testing, training, change enablement, and user feedback across technology and workflow changes.
This is not a communications-only position. The analyst must understand the solution well enough to participate in discovery, follow data and workflow changes, support testing, and turn technical and process decisions into accurate SOPs, job aids, training, and adoption materials.
Key Functions
- Participate in discovery and process-review sessions to understand current workflows, future-state changes, user groups, risks, and adoption needs.
- Leverage LLMs and other AI tools to synthesize discovery findings, analyze information, draft and refine documentation, explore solution approaches, and support lightweight prototyping and validation.
- Translate solution changes into clear SOPs, workflow diagrams, templates, job aids, training content, communications, and other user-facing materials.
- Support solution analysis by documenting roles, data, system interactions, business rules, and operational impacts as low-code, AI, and automation capabilities are introduced.
- Work in small cross-functional pods with business, process, and technical teammates, sharing responsibility across discovery, analysis, lightweight prototyping, testing, user feedback, and adoption; help refine solutions based on what the team learns.
- Maintain documentation standards, version control, and traceability so process and training materials stay aligned with the delivered solution.
- Help ensure user-facing materials and digital deliverables meet Section 508 accessibility expectations and applicable DOI standards.
Minimum Qualifications
- Bachelor's degree and 5+ years of relevant experience in solutions analysis, business analysis, process improvement, technology adoption, change enablement, or related work.
- Experience supporting technology or process change from discovery through testing and adoption, not only producing communications after the solution is complete.
- Experience creating accurate SOPs, job aids, training materials, workflow documentation, or other user-facing implementation content.
- Ability to understand enterprise applications, data flows, automation, and integration concepts well enough to explain solution changes clearly to users and stakeholders.
- Must be able to successfully complete the background investigation, suitability, credentialing, and system-access requirements applicable to a Moderate Risk Public Trust position.
Preferred Qualifications or Skills
- Experience with Microsoft Power Platform, SharePoint/Microsoft 365, or similar enterprise collaboration and low-code environments.
- Experience producing Section 508-conformant documentation, accessible training content, or captioned instructional media.
- Federal consulting or professional-services experience.
- Prosci, ADKAR, or comparable change-management training or certification.
- Experience using generative AI or LLM tools for analysis, research, documentation, solution exploration, lightweight prototyping, training, or user enablement.
